National Marine Fisheries Research Institute had emerged from the Maritime Research Laboratory in Hel, founded in 1921 and the association of the Maritime Research Institute, founded in 1928 in Warsaw. In 1949, the MLR was formally taken by the MIR in Gdynia and the Maritime Fisheries Institute was created in its present form. In 2011, by the decision of the Council of Ministers, MIR gained the status of the National Research Institute.

In the structures of the Institute, apart from the headquarters in Gdynia, there is the Research Station in Świnoujście, the Plankton Sorting and Labeling Plant in Szczecin and the Gdynia Aquarium.
